The Employment Services Sector (ESS) across the globe is outcome-based, meaning secure government funding hinges on achieving specified employment outcomes. This is the accountability agreement.

It begs the question… who is responsible for an outcome? We often hear that, surely, the client is ultimately responsible for their own outcomes… yet your funder clearly holds you accountable. And if you hold accountability for a successful outcome, does it not stand to reason that you may also play a role in failure?
